I have but i guess i cheated to get it. I took a helicopter when i was on the second island and flew it over the 3rd island which i didn't have unlocked. That automatically gave me 6 star wanted level and i flew around until i got my achievement.

^That's the same thing I did! I was trying to explore and look around... next thing I know I'm being attacked by cops for flying to the second island.
