OK my 360 is acting up. It plays Oblivion fine but PDZ never works when it is loading, it says the disc is dirty but its not. any suggestions?

well if Oblivion works and PDZ doesn't, there is probably something wrong with PDZ and not the whole Xbox 360

did you check the disc to see if it really does in fact have scratches or is dirty?

you should clean it (but wipe off anything you put on it completely) and see if it works then. if it doesnt work call Xbox Support.

Do you know what the chain of command is? It's the chain I go get and beat you with till you understand who's in rutting command here.

If a certain game does not play in your 360 (and its not dirty or scratched), go to the retailer you bought it from and see if they will exchange your copy. If they won't do that, or the new copy still doesn't work, call xbox support and talk to an assistant on the phone.
