Here's part of an interview with Kojima:


"When are we going to see Zone of the Enders 3?"

Kojima-san laughed when we asked him this question but he didn't shoot it down.

KOJIMA: "I want to make it," he said. "But I'm so busy with MGS4 that I have to focus on that right now."

When we asked him what system he'd likely bring it to, he replied:

KOJIMA: "Probably PlayStation 3, or maybe Xbox 360"

Take from that what you will.
