WOW! That is about all I have to say. I've caught Splicers hacking machines (turrets, vending machines, etc), using the healing stations (DURING BATTLE!!!) and just generally being very, very smart. Their AI is pretty impressive. I was in a battle with a group of 3 Splicers and they would keep rotating positions (back moves to front, front moves to middle and middle moves to back and so on), the Splicer in the back would go to a healing station they were trying to keep me away from, heal and then move to the front! It took me a good 3 minutes to destroy these fools... I had to use Hypnotize Big Daddy 2 and then Enrage 2. After they had all pretty much destroyed eachother I cleaned up the rest like a vulture. After that battle I've been a lot more cautious.

Yeah just like if you set them on fire with Incenerate and theres water nearby, they jump in and put out the fire..but it dosnt save them from me..i shock them in the water which makes quick work of them. And another thing iv found smart about them is when a turret that you have hacked for example attacks them, they at first try to run away and it seemed like they saw me walk straight past it and it didn't start firing at me so they knew i had some alliance with it and they attack..pretty clever! :p

I've seen them hack a turret that I had hacked first. I was coming out of a room into (what I thought was) a secure area and the Splicer was just finishing re-hacking my turret! So I killed them both with a grenade.
